I'm not going to lie, this book took me down. I was sobbing reading certain parts, praying so hard for a happy outcome and of course cheering as the conclusion happened. I felt all the feels and then some. This one really hit hard because you can see just how much Silence damaged the very people it was supposed to save, and how that rippled out into the other species. 

Once again we are meeting Justice Psy who are on the brink of total failure. From kids they have trained and been used by the Council the very people who was supposed to protect them; however they have been used to ""bring Justice', but only to those who didn't have the money or connections to buy their way out of it. 

Eleri is here to make final restitutions for an outcome she couldn't have changed then. The way this book and their story drags you to the past and then back to the future. Chile. I felt all the emotions and raged with Adam and felt Eleri's pain. Imagine on the worst day of your life thinking you're going to get some semblance of justice and it's snatched from you and the person you just met who was who you have been told your whole life to look for the part of the reason you don't get that justice, how angry and betrayed you would feel.  That's what happens to Eleri and Adam. But this the it world of Silence and the Psy rule absolutely and to go against them is to sign the death certificate of all your clan. They had been given a glimpse of hope and within moments it's gone. The Council has to pay for it's crimes man. THEY have to!!!
Her pulse accelerated though she’d long ago stopped being nervous with anyone. Js were too often in the minds of the dregs of civilization for their Silence to stay in any way perfect, so the nervousness itself hadn’t disqualified her from her job. Reagan had just taught her to think past it.

Then it had dulled and dulled again, each reconditioning stealing a little more of her soul—if she’d ever had one to begin with. Until at last, she felt nothing at all when she sat across from the most vicious criminals the world had ever seen and waded into the fetid swamp of their minds and memories.

Justice Psy were called that because they were telepaths who could reach into the minds of Psy and humans, pull out memories to do with a specific incident or crime, then broadcast those memories out to humans and Psy.

We get a second chance romance, a mystery and a whole new thing the new world of no silence protocol hadn't considered before. We get hope for Justice Psy and hope for the humans. But we know it's not going to be all rainbows and happiness because of course 100 years of damage can't be fixed this easily. I wanted them to bring in certain characters then remembered they made the decision to protect these characters since they were kids, I'm sure the thought never even crossed the empaths' mind. We of course get to see some of our favorite past characters and get introduced to so many new ones.  We have a new group of Changelings to get to know and I can't wait to see if we see more from the Wing. 

I will say when this was first announced I was annoyed because I wanted another characters story, but boy oh boy did Nalini deliver with this one. I can't recommend it more, and if you love audiobook DEFINITELY check it out in audio.  

It's an amazing story filled with so much need for acceptance,  regret and the discussion of what human dignity looks like in life and in death. I of course as I always do cried in several parts of this book. I will say there is a discussion of death, dying and dying with dignity. There is also a discussion of suicide.
